USDA NASS and CDFA put California's 2025-26 navel crop at 80 million cartons. A look at the forecast figures, the heat, and the HLB quarantine map.

California’s 2025-26 navel orange crop was forecast at 80.0 million 40-pound cartons in the season’s first official estimate, released in September 2025 by the California Department of Food and Agriculture in cooperation with the USDA National Agricultural Statistics Service. That figure, drawn from the annual Navel Orange Objective Measurement Survey, was up roughly 2 million cartons from the prior year’s estimate. It is a useful starting point for anyone trying to read the shape of a citrus season, because the crop forecast is where the industry’s optimism, anxiety, and hard field measurements all converge into a single number.

The heritage of California citrus is usually told through people and places — Eliza Tibbets and her two navel trees, the Sunkist cooperative, the packing houses of the citrus belt. But the industry has also always been a numbers business. Every fall, surveyors count fruit on sample trees, weigh it, measure its diameter, and project a statewide total. Reading those numbers, and knowing where they come from, is its own way of understanding the crop.

Where the Numbers Come From

The headline navel figure rests on a specific methodology. Each summer, samples are drawn from bearing groves across the growing regions, fruit is counted and sized on marked trees, and the results are scaled against known bearing acreage. For 2025-26, NASS and CDFA estimated bearing navel acreage at 109,000 acres, which produced a forecast yield of 734 cartons per acre and the 80.0 million-carton statewide total.

Mandarins are counted separately and more recently. The 2025-26 forecast for the Tango and W. Murcott Afourer varieties came in at 33 million 40-pound cartons, built on an estimated 35,000 bearing acres and a yield of 943 cartons per acre. This was only the third year NASS produced a formal mandarin objective-measurement forecast, a reminder of how quickly easy-peel mandarins have grown from a specialty item into a staple of California production.

These are forecasts, not final tallies, and they move as the season progresses. The value of the objective-measurement approach is that it replaces guesswork with counted, weighed, measured fruit — the same discipline California’s cooperative marketing system has relied on for more than a century.

The Full Slate: Oranges, Lemons, Grapefruit

By the season’s final USDA forecast in July 2026, the broader California picture had firmed up. The all-orange forecast reached 49.5 million boxes, revised upward from 48.5 million boxes in the April estimate. Within that total, the Valencia orange crop was set at 7.50 million boxes (300,000 tons), up 3 percent from the prior season’s final utilization.

California lemons finished the forecast season at 26 million boxes (1.04 million tons), unchanged in the final July report. Grapefruit held steady at 4.3 million boxes. Nationally, the USDA NASS all-citrus forecast for 2025-26 landed at 4.93 million tons, a 2 percent decline from the 5.02 million tons utilized in 2024-25 — a drop driven largely by Florida’s long struggle rather than by California, which remains the country’s dominant fresh-market citrus supplier.

The gap between the September navel estimate and the July finals is normal. Forecasts are refined as fruit sizes, weather intervenes, and harvest data replaces projection. Anyone reading a single early number as gospel misunderstands what it is: a first measurement, not a verdict.

Heat, Water, and the Quality Question

Volume is only half the story. The 2025-26 season carried a quality question shaped by abnormal California heat, which industry reporting flagged as a disruption to harvest and a source of concern about fruit condition. Heat waves during sizing and ripening can push growers to pick earlier, stress fruit on the tree, and complicate the timing that California’s fresh-market model depends on.

The bearing-acreage figure tells a quieter, longer story. At 109,000 navel acres, California’s bearing base has edged down compared with earlier years — the cumulative result of urban pressure on the historic citrus belt, water cost and availability, and the economics of replanting. The state still grows an enormous crop, but it does so on a footprint that has been slowly contracting for decades, a trend visible in the CDFA acreage record.

The HLB Shadow on the Map

No reading of a modern California citrus forecast is complete without the disease that hangs over every acre of it. Huanglongbing (HLB), or citrus greening, has not yet been found in a commercial California grove — a distinction the state has fought hard to preserve — but the quarantine map keeps expanding. As of December 15, 2025, roughly 3,189 square miles across Southern California were under HLB quarantine, an area equal to about two million acres.

The pressure is closing in. Federal and state authorities expanded the Corona quarantine area in Riverside County by 37 square miles and the San Juan Capistrano area in Orange County by 18 square miles after residential detections, drawing an estimated 267 acres of commercial citrus into the San Juan Capistrano zone alone. Two Asian citrus psyllids tested positive for the HLB-causing bacterium during the period — one from a routine commodity survey in a commercial grove near Fillmore in Ventura County, another from a residential property in Santa Barbara County. No commercial trees were infected, but growers now farm inside quarantine constraints as a permanent condition of the work.

That is the context the forecast numbers sit inside. An 80 million-carton navel crop is a strong crop by any historical measure. It is also a crop produced under a disease threat that has already devastated Florida and that California has held off through detection, quarantine, and psyllid control rather than eradication.

Reading a Forecast Well

For growers, packers, and anyone following California citrus, the practical takeaway is to treat the crop forecast as a living document rather than a fixed figure. The September navel estimate, the January and April revisions, and the July finals each measure the same crop at a different moment, and the movement between them — a million boxes here, a quality warning there, a new quarantine polygon on the map — is where the real information lives. The single most useful habit is to trace a number back to its source report, note its date and its units, and read it against the acreage and disease trends that no single season’s total can capture. California still grows the country’s premier fresh citrus crop. The numbers say so — and they also say how carefully that position now has to be defended.
